What documents should a foreign employer prepare to hire Filipino workers?
Common documents include the employer’s commercial registration or business license, a recruitment agreement, manpower request/job order and employment contract. Depending on the jobsite and employer type, additional documents, verification, authentication, visa evidence or contingency documentation may apply.
Core employer documents
- Recruitment Agreement or applicable service/recruitment agreement
- Manpower Request / Job Order
- Master or individual Employment Contract as applicable
- Valid Commercial Registration / Business License
Primary reference: DMW 2023 Rules for Landbased Overseas Filipino Workers. Requirements can change; ELB verifies the current requirements for each employer and jobsite before filing.
Documents that may also apply
Depending on the destination and arrangement, ELB may request visa allocation or visa assurance evidence, authorized representative identification, translations, contingency documentation, undertakings, or additional employer/foreign placement agency documents.
Before signing
Keep the employer legal name, worksite, job titles, quantities, salary, benefits, contract duration and authorized signatory consistent across documents. ELB should review the project-specific packet before final submission.
Frequently asked questions
Can ELB prefill the accreditation documents?
ELB can use the employer-provided company and job information to prepare applicable recruitment documents for employer review, signature and stamping.
Do all documents need authentication?
Not necessarily in the same way for every destination. Verification or authentication requirements depend on the applicable current process and jobsite.
Should the employer send scans first?
Scans are useful for an initial completeness review. ELB can then identify which final signed, stamped, verified, authenticated or original documents are required for the specific filing.
Prepare one consistent employer and job-order brief
Employer and worksite
Use the legal company name consistently. Identify the country, city, worksite, employer contact and authorized signatory. Explain whether the workers will serve the employer’s own site or a client project so ELB can review the arrangement.
Positions and employment terms
List the actual duties, occupation, quantity, salary and currency, benefits, working arrangements and intended contract period for each role. Identify differences between a commercial job title and a visa category for review instead of silently changing one to match the other.
What is already available
State the status of employer accreditation, job orders, selected candidates and visas. Mark each item as available, pending or requiring clarification. Keep scans and supporting records ready for the document channel agreed with ELB.
Use the checklist for the relevant country and occupation
This guide supports an initial completeness review. ELB should confirm the final document set, signatures, translations and submission route for the employer, jobsite and hiring category. For Saudi projects, use the Saudi document preparation section alongside the applicable MWO checklist.
Discuss your manpower requirement with ELB
Send your company, country, positions, headcount, compensation and target deployment date. ELB can review the requirement and identify the applicable next steps.
