DMW Employer Accreditation Guide

A practical guide for foreign employers preparing to recruit Filipino workers through a Philippine recruitment agency.

What is employer accreditation in Philippine overseas recruitment?

Employer accreditation is the process by which the relevant Philippine overseas-employment authorities recognize a foreign principal or employer for recruitment of Filipino workers. The applicable workflow and verification channel depend on the jobsite and current rules.

What employers should prepare

Common accreditation materials include a recruitment agreement, manpower request or job order, commercial registration/business license, and employment contract. Other documents may apply depending on the country, employer type and occupation.

Primary reference: DMW 2023 Rules for Landbased Overseas Filipino Workers. Requirements can change; ELB verifies the current requirements for each employer and jobsite before filing.

How ELB fits into the process

ELB reviews the employer information, prepares or coordinates the applicable Philippine recruitment documents, identifies missing items, and guides the employer through the Philippine-side accreditation and job-order workflow.

What can delay accreditation

  • Incomplete or inconsistent company information
  • Job titles, salary or benefits that differ across documents
  • Missing signatures, stamps, authentication or verification where required
  • Visa/job-order details that do not match the intended positions

Frequently asked questions

Can a foreign employer start candidate sourcing before accreditation is complete?

Planning and preliminary sourcing may be possible, but formal recruitment and deployment steps must follow the applicable DMW/MWO requirements and approved job order.

Are accreditation requirements identical in every country?

No. The core Philippine requirements have common elements, but verification, authentication and host-country documents can vary by jobsite and occupation.

Who should confirm the current checklist?

The licensed Philippine recruitment agency handling the requirement should confirm the current checklist against the applicable DMW/MWO process before submission.

Employer accreditation and the job order answer different questions

Employer accreditation concerns the foreign principal or employer. The job order describes the workforce requirement. For an initial review, tell ELB whether the employer is new to Philippine recruitment, has an existing accreditation record, or is adding positions to a previous requirement. Provide the details for review rather than assuming a previous approval covers the new project.

Under DMW Advisory No. 12, series of 2026, MWO accreditation follows primary or concurrent jurisdiction over the jobsite. Ask ELB to identify the appropriate office and current filing route for the actual work location.
