Employer-first sourcing
Recruitment starts with your approved positions, headcount, qualifications, experience, compensation and deployment needs.
ELB International Services Inc. is a DMW-licensed Filipino manpower agency supporting Saudi employers across construction, engineering, oil & gas, healthcare, hospitality, technical, logistics, and skilled roles.
Licensed by the Department of Migrant Workers under License No. DMW-020-LB-08202024-PL for land-based recruitment. ELB is also accredited with the Royal Embassy of Saudi Arabia in Manila, which keeps its own record of accredited Philippine recruitment agencies. The embassy does not issue a certificate, so the accreditation is confirmed against that record.
WHY SAUDI EMPLOYERS WORK WITH ELB
The Saudi recruitment process combines employer requirements, Philippine recruitment compliance, candidate selection, document preparation and deployment coordination. Recruitment starts with your approved positions, headcount, qualifications, experience, compensation and deployment needs.

RECRUITMENT PROCESS
Send the manpower requirement, company information, positions, quantities, compensation, benefits and target deployment schedule.
ELB reviews the employer requirement and coordinates the applicable Philippine-side recruitment and job-order steps.
Candidates are sourced and screened against the role, experience, technical requirements and document readiness.
ELB coordinates shortlist review, employer interviews, feedback and candidate status tracking.
Once candidates are selected, ELB coordinates the applicable documentation, medical, pre-departure and deployment workflow.
Saudi Embassy guidance for accredited recruitment agencies covers working-visa procedures and documentation, including matching the profession on the work visa and employment contract, medical certification through accredited medical centers, and authentication of relevant educational and experience certificates. ELB uses employer-approved role requirements and the applicable Philippine and Saudi documentation processes as the basis for recruitment coordination.
For a Saudi manpower request, tell ELB which stage your project has reached. A sourcing request needs clear role criteria and interview availability. A selected-worker request needs a role summary, current worker locations and agreed terms. A request with visas available needs the visa categories and quantities for comparison with the planned jobs.
Connect the requirement to the Saudi worksite and industry: construction engineers, industrial welders, installation electricians, or hospitality and logistics teams. For larger requirements, separate the headcount and arrival priorities by occupation and site.
Send ELB your approved requirement and our recruitment team will review the positions, quantities and deployment needs.

Outside a narrow set of exemptions, a Saudi employer hires Filipino workers through a DMW-licensed Philippine recruitment agency, and the employer must itself be accredited with the Migrant Workers Office (MWO) covering its region before a job order can be processed.
ELB handles the Philippine side of that workflow: employer accreditation coordination, job order and documentation steps, candidate sourcing and screening, interview coordination, and pre-departure processing. On the Saudi side, your company or its licensed Saudi recruitment partner handles the block visa issued through the Ministry of Human Resources and Social Development, employment contract authentication, visa stamping, and the Iqama residence permit after arrival. ELB does not operate those Saudi systems and does not act as a Saudi-licensed recruitment office.
Yes. ELB International Services Inc. is accredited with the Saudi Embassy in Manila, which keeps its own record of accredited Philippine recruitment agencies. The embassy does not issue a certificate, so the accreditation is confirmed against that record rather than by a document. For each requirement, the accreditation and recruitment documentation that applies to the specific employer and worksite is still required.
